About a 1993 f350 with a cummins?

ok my moms friend is sale his 1993 ford f350 dually ext cab it has a 5.9 cummins in it the body is in very good shape for the year and he said he use to start it about every other week well he had to get it moved somewhere else so he put it at his friends house and it has been there for bout 2 months sitting we went over there and i brought a battery and put it in i did not even crank on it for 2 seconds it fired right up and sounded perfect it does not really need any work hes just in need for money really bad and he said he will sale us the truck for $1500 bucks and i know you can not even buy the egine for that and the transmission was rebuilt and has around 200 miles on it he has a paper on where it says it has been rebuilt the cost was $1800 for that but he said we can have it for 1500 dollars do you think this is a deal
