Does he actually like me?

so im a girl and this guy and I have been talking on and off for like two years. like we text for like a long time then sometimes don't talk for like a month or two but that part doesn't matter. so like this is all happening recently...like when we hang he shows hints that he likes me (puts arm around me, touches my chin, playfully tickles me ext.) but when we text sometimes he gives me mixed feelings. like once when I got my license he was like congrats babe. then another time he like seemed not to have that much feeling in the convo. also, in the past, he's asked me to send him pictures of me, which I do not do whatsoever, which he doesn't like all that much. its weird cause he's always (I mean always) wanting to hang out with me. and once when we were talking, he told me that he's not having sex with anyone until he gets married, but he's perfectly fine with doing everything else. im really confused with what he feels for me cause he keeps insisting that we hang out soon. thanks for your thoughts!
