Where can I get a metal coat in Pok�mon Diamond?

So I know Byron gives it to you after you get the National Pok�dex, but I don't have that. I'm just trying to trade an Onix into a Steelix, so I don't want to spend a ton of time getting it. Can I get it elsewhere?
